“Analysis of the organization, functioning and needs of the High Judicial Council and its Administrative Office“ was prepared. It deals in particular with the analysis of comparative data related to the state of human resources from the establishment of the HJC to date. By comparing statistical data from relevant sources and applying different analytical methods, it has been concluded that there is a very serious lack of capacity of the HJC, as well as other problems related to its work.
The key obstacles to improving the scope and structure of human resources have been identified, such as: lack of spatial and technical conditions; and accordingly failure of executing the annual budget of the HJC, i.e. a part intended for the employment of new staff; restricting employment in the public sector; inadequate status and financial position of employees in the Administrative Office.
The document also identifies a need for support to be provided to the HJC by the competent bodies of the executive and legislative branches of the judiciary, as well as the consequences of inadequate support for the exercise of the competencies of the HJC established by the Constitution and the law. It also presents apparently great and undeniable effort of the managament of the HJC and the Administrative Office to respond to the tasks, despite the difficulties.
